William Glenn

Associate Professor


Dr. William Glenn is an associate professor of education specializing in Educational Leadership and Policy Studies. He earned a Ph.D. in Education Policy, Planning, and Administration from the University of Southern California. He has authored or coauthored more than 15 refereed journal articles and presented at many national and international conferences.

In addition to being actively involved in research and teaching, Dr. Glenn engages in professional service activities. He is a member of several professional organizations, such as American Education Finance Association, American Educational Research Association, and Education Law Association. Dr. Glenn’s contributions through teaching, research, and service enrich the Virginia Tech School of Education community.

School finance equity and adequacy, Achievement gap issues, Educational resource reallocation, First Amendment rights of students, Data driven decision making

Dr. Glenn’s research focuses on the effect of legal, economic, political, and school level variables on student achievement, with an emphasis on narrowing the achievement gaps related to race, poverty status, and gender. Current research projects include examining the following: school finance litigation and student achievement; school facilities and student achievement; school finance equity and adequacy; segregation in public schools; and practical uses of data for school leaders. Recent publications in The Educational Forum, International Journal of Educational Leadership Preparation and the North Carolina Law Review further a strong line of inquiry, as well as demonstrate contributions to the field. Dr. Glenn’s involvement in grant-funded projects also exemplifies commitment to the field.  Dr. Glenn’s research and content expertise inform his teaching and advising activities. He teaches courses to cohorts of graduate students enrolled in the Educational Leadership and Policy Studies program at the Northern Virginia campus. He teaches courses that explore the topics of school finance, school law, quantitative methods, and data driven decision making. Dr. Glenn is also the Director of School of Education programs in the National Capital Region.
